Is getting a job in the CSIRO- Health sector hard for an international student and a recent graduate? What are the possibilities?

Unfortunately CSIRO seems to only hire students/recent grads with Australian or New Zealand citizenship or permanent residency.
Generally companies in the health sector only hire Aus citizens / PRs, but there does seem to be this opportunity available for students with work visas :https://au.prosple.com/graduate-employers/gmhba/jobs-internships/health-information-health-sciences-health-promotion-graduate-program
